The Government of the United Republic of Tanzania has been implementing the policy formulation and the delivery of power to the public for more than 10 years now. This action through its programme of improvement of the system of local government which involve various development partners present in the country and abroad.

The purpose of sending power to the community is to move the power to make decisions for citizens in order to improve and strengthen the delivery of services in accordance with their desires to improve their lives.

It is through the making and delivery of decisions and resources then the power and independence of local government organs increases, so the needs of the Councilors who represent citizens in to run the media. Councilors are representatives of the people at the community level or Foundation, have legal power to enact laws, to represent and look to local government authorities on behalf of citizens.

The Mayor is the Chairman of the Councilors in the municipality concerned. Passer-by has been successfully awarded the best Mayor, has handed over the award of the best in Africa as Mayor earlier this year in the Group of cities and towns of central authorities that has cities with populations not exceeding one million.

The award was handed over in Dar es Salaam and Minister of Prime Minister's Office and the Administration and local government, These Riots. Director of Kinondoni municipality at that time, (2010-2015)Natty-Engineer, said the criteria used include leadership and vision in the provision of services to stimulate the development, integrity, creativity and good management of the activities of the authority.

The Kinondoni Municipal Council is one of the Five Municipalities within the City of Dar es Salaam in Tanzania. The vision of the Council is to have a community, which is highly motivated, dynamic, with developed socioeconomic infrastructure. The overall objective of the mission is provision of quality services to the community through effective and efficient use of resources; capacity building, good governance and respect to the rule of law hence improve the living standard. The Kinondoni Municipal Council is charged with the responsibility of delivering services to the people. The council has been depending on various levies and taxes as its major sources of revenue. 

Natty said other property is community mobilization in share issues of the election, the ability to stimulate economic and social development, the ability to manage the safety and security of citizens including build good relations in the community.

Authority of the cities won the award in the brackets is Accra, Ghana (major cities), Kinondoni, Tanzania (cities) and Praia district, Cape Verde (small cities).

The prize was given to the Passer-by municipality municipal is a Cup, a certificate and a cash amount of $100,000 equivalent to tSh 200 million.

Minister Violence praised the election and be proud to have leaders who can carry out their duties and made visible. Also advising the municipality to use gift money they find jobs for youths and mothers of Municipality.

Councilors are elected by citizens every five years through their party's ticket. The kind attention of citizens in elections is to elect the best candidate for the development of communities and the country as a whole.

The Ministry responsible for local governments has grown providing training for Councilors when they elected to efficiency in the execution of their duties. This tutorial does not care if a Councilor is a newcomer to such duties or was ever to hold that position.

However, due to changes in political, economic and social development, it is necessary to reconsider the system of providing training for Councilors to enable Councilors to properly accountable to citizens. In this system the Government has strengthened regional level so that it can monitor closely the teachings and practices of the Authority in accordance with the law.

Thus benefiting, in collaboration with the local Government Association has provided is of special interest for the training of Counselors to enable Councils to do the training.

Evidently the authorities of local governments across the country have witnessed a new chapter of Councilors after the elections of 31 October, 2010.

Role of these leaders, Councilors, is to stimulate and accelerate the development of Tanzanians through provision of better services.

Councilors will be greatly needed in lead processes for community involvement and awareness through their local governments under the principles of good governance in maintaining peace, stability, solidarity and national unity in order to bring about the well-being of the community.

It is due to this challenge with the roles of different perspectives; this guide is designed to help citizens with challenges on societies in their performance. Councilors are expected to deal with the problems of citizens including the combat poverty, HIV/AIDS, unemployment and maintain peace in order to be able to make sense of the local economic development.

To wish good success in their duties to bring a better life to Tanzanians, the Government has urged citizens to be good co-operation with Councilors and identify their responsibilities.

It is believed that all Counselors are able to send to the highest level of integrity in order to build the confidence of the citizens and the Government, upon local government bodies which have been entrusted to manage.

The local government is government closest and more. The Tanzanian system should be a model and a strong pillar "the Power or strength of the public", as it is posed by democratic elections and are expected to be run by the people and for their benefit, under the basis of governance.

Every five years the general election takes place when Councilors are elected. The Councilors have the knowledge, ability, skills and different skills. Others keep the positions for the first time. The leaders enter into this wheel of operation of local governments with goals, concerns and expectations of various types from the will or their party ideology.

The challenge of capacity building, representatives, willingness and political ideology is large and requires the will of the individual.

At this level of the specific goals of the leadership that the reference to training is required in order to build knowledge and skills in Councilor of operation of local governments to understand the policy and legal framework that governs the rule structures and responsibilities of Councilors.

Knowledge and skills in the new perspective of building leadership in strengthening their relationship with performance (team working) and executives, leaders of various institutions and the citizens they represent and serve.

Representation of Councilors has been placed on identifying roles and responsibilities of Councilors are not simple as many think. It is a role which requires sufficient understanding on the local government system and its performance.

Councilors need deeper understanding about their role and the scope of their responsibilities according to the quality of their activities and legal accountability will make citizens identify the expectations of the communities they serve, competing interests among the citizen groups in their areas.

The same situation will make the shortage of financial resources and personnel do not appear as major challenges and obstacles in the implementation of obligations.

The situation will makes Councilors not to wait of implementation of projects in their election, and the practice of executives at waiting for orders and instructions instead will be creative and send.

Thus, the role of Councilors and their roles should be manifest in the representation of the community they serve, the application role of leadership in their election, and to view and manage public resources within their authority.

A good example of performance of the Councilor who is also Mayor of the District of Kinondoni Joseph Passer-by who found the prize, certificate and a gift of 200 million due to the cooperation and efficiency of revenue collection Center Sinza.

Existing co-operation between the municipal councilors be a lesson for other counselors and not making competition of parties they have arisen in the implementation of social responsibilities.

Improvement of social life takes place in four main ways namely:-availability of basic services, To develop and promote income of a citizen, To recognize them and reap the opportunities people skills in their areas and To encourage the community to participate in and contribute to the well-being of their lives to promoting employment.

This guidance aims to give Councilors methods and democratic activist resources and empowerment in implementation of their tasks successfully.

Thus, emphasis is given to determine meaning, based on the concepts and methods of work. Likewise, the caption on the constitutional requirements, policy and legal system lead and dominate the local Government has been given a special place in this level of leadership.
